Can you activate Pulling the Rug in order to negate a Gemini-type monster re-Summon?

Answer:

The act of Normal Summoning a Gemini Monster that you already have face-up on your side of the field (i.e. "Gemini Summon") does not begin a Chain. It is not an activated effect.

"Pulling the Rug" is intended to be activated when a monster's effect activate BECAUSE it has been successfully Normal Summoned, meaning it does something that specifically references this action. (e.g. "Marauding Captain", "Raiza the Storm Monarch", the Spell Counter gaining effect of "Breaker the Magical Warrior", etc.)

For Gemini Monsters the effect monster identity just "turns on", like flipping a light switch. The actual effect of the monster tends to have its own individual timing requirements.
