Player A has a set Pulling The Rug. Player B Tribute Summons a Monarch. Can Player B choose not to activate the effect so that Pulling The Rug cannot be used?
Answer:
If the monarch's effect is optional you could decide not to activate the effect, like "Mobius the Frost Monarch".
The other monarch's have mandatory Trigger Effects. You cannot just decide that you don't want to activate their effect. You do not have that choice.
