just wanted to clarify, while I have an active Forced Requisition on my field, ANYTIME I discard from my hand, even for a cost, the effect of Forced Requisition applies.
Active = Already face-up and already resolved

That is correct.
If you discard to pay a cost while your "Forced Requisition" is active, your opponent will also discard.
