If Player A succesfully Tribute Summons "Thestalos the Firestorm Monarch" while their opponent has zero cards in Hand, does the effect of "Thestalos the Firestorm Monarch" activate and then resolve without effect (ie its effect 'disapears') or does it fail to activate since its effect can not resolve?
Could the opponent in this example activate "Pulling the Rug"?
