If forced back is activated, then can the opponent just resummon the monster
or bring out another one?

Answer:

This actually depends on what actions your opponent has taken during the turn.


If they Normal Summon a monster and you you repel it with "Forced Back", they cannot then choose to Normal Summon another monster. They had their chance, took it, and things didn't work out. They do not receive a refund.


If the monster you repel with "Forced Back" was Flip-Summoned, what follows will depend on if your opponent has already Normal Summoned a monster that turn. If they haven't Normal Summoned a monster yet, there wouldn't be any reason to disallow them from doing so.
