ANSWER:
"Fossil Excavation" cannot be activated unless you have at least 1 Dinosaur-Type monster in the Graveyard before you activate it.
Note that this doesn't change Curtis's previous ruling. You can still choose to Special Summon the same Dinosaur-Type monster that you just discarded to pay for "Fossil Excavation"'s cost; just keep in mind that you need at least 1 other Dinosaur-Type monster in the Graveyard to do this.
