1. Is a judge allowed to answer a question of a player who wants to know the values/effects of a face-down card (even if that card was face-up before in the same duel)?

2. Third game, end of the round and end of 3rd additional turn, both player have 8000 Life Points. What happens if a player activates "Ring of Destruction"? Is that a change in Life Points, so the game is a draw and the players needs to start again, or should the game go on?

1. You should refrain from doing so.

The Yu-Gi-Oh! TCG does not have an official card reference to use for requests of this sort.



2. In this situation there is not yet a change in Life Points, because the Life Points of both players remain the same. The turn should continue.

When looking for a change in Life Points, you are looking for one player to have more or less Life Points than their opponent. That has not occured in this situation.
