This came up last week at a local tournament and I was ruled againat. I'm just
curious what would happen in this situation.

I MST my opponent's Limiter Removal. He activates it, doubling its attack.
After the Limiter resolves, I ring his cyber dragon. Does he take 2100 or
4200? I believe that he would take 4200,as ring looks at current attack.
Cards like Ectoplasmer look at original attack, once the monster hits the
graveyard.

Answer:

"Ring of Destruction" inflicts damage based on the ATK of the monster when it was destroyed.

So in your example it would inflict 4200 damage to both players.
