I can’t see why this doesn’t work, as the last thing to happen was Infernal Dragon being destroyed and sent to the graveyard, so its timing for its effect is right at activate. And the timing for Chthonian Blast is also right as the last thing to resolve was Infernal Dragon being destroyed.

The timing necessary to activate "Chtonian Blast" is still correct in this case. It is similar to the situation in which your opponent activates "Bottomless Trap Hole" so you chain "Torrential Tribute".
