In a chain to Des Koala's effect, I tribute my monster to play Enemy
Controller and take control of thier monster for the turn.
So, chain resolves:
(2) I take their monster -> (1) Koala's effect then resolves.
Who takes the damage? Whose cards get counted for the burn damage?
What would happen if it was a Stealth Bird instead of a Des Koala?

Answer:
The player that activates the flip effect controls the flip effect, even if its source leaves their side of the field.
In the situation described, since Player Q activated the effect of "Des Koala", they control the effect. After the effect is activated it no longer matters what happens to the source, "Des Koala".
Substituting "Stealth Bird" changes nothing. The player that activates "Stealth Bird's" Trigger Effect controls its effect, even if it is removed from their side of the field.
