Here's the situation...
P1 has "Dark Master - Zorc".
P2 has a set "Enemy Controller" and a couple of monsters on the field.
P1 activates the effect of their "Dark Master - Zorc".
P2 chains "Enemy Controller" choosing the 2nd effect, offering one of their monsters to take control of "Dark Master - Zorc".
P1 doesn't chain.
P2 doesn't chain.
Resolve.
"Enemy Controller" resolves and P2 gains control of "Dark Master - Zorc".
Who gets the dice roll? I can honestly see this going several ways.

Answer:
Player 1 activated the Ignition Effect of "Dark Master - Zorc". After they activate the effect, it doesn't matter if an effect is Chained that causes "Dark Master - Zorc" to be removed from the field, flipped face-down, or sent to another player.
Player 1 activated the effect, controls the effects, and will roll the die.
Their opponent, Player 2, did not activate "Dark Master - Zorc's" Ignition Effect. Taking control of the source does not give them control of the already activated Ignition Effect.
