I had a question come up recently at a tournament regarding the use of Card Trooper's effect. A player wanted to activate the effect during the damage step so that he would be able to attack while messenger of peace was on the field. It was ruled that the effect can only be used during the main phase.
If card trooper's effect could be activated during the damage step would Bazoo the Soul Eater be able to activate its effect during the damage step as well?

These questions are moot points, as "Card Trooper" and "Bazoo the Soul Eater"'s effects are Ignition Effects.
Ignition Effects can only be activated during their controller's Main Phase 1 or 2, unless specifically stated otherwise.
