I know this topic was posted in the last forum, but the problem is still there.

We came with the idea that if you cannot pay the cost, you can't activate the effect.

In my situation, Card Trooper must pay the cost of sending up to 3 cards to the graveyard. But since Banisher or Cosmos is on the field, you know the cards will not be sent to the grave.

So if you have a face-up Macro Cosmos or Banisher of the Radiance, players can't activate the Trooper's effect.

I want to know if i'am correct or not.

Answer:

Sending up to 3 cards from the top of the Deck to the Graveyard is a cost to activate the effect of "Card Trooper".

While "Banisher of the Radiance" or "Macro Cosmos" is face-up on the field, this action cannot be performed because the cards would be removed from play instead. Because the cost cannot be satisfied, the effect of "Card Trooper" cannot be activated.
