A player activates Card Trooper and sends 3 cards to the graveyard.
Could Peten be activated if it is sent? Does Peten have to be the last card
drawn or are all cards sent to the graveyard at the same time?

Answer:
You cannot activate the effect of "Peten the Dark Clown" if it is sent to the
Graveyard to pay a cost.
In this case you will not be able to activate "Peten the Dark Clown's" effect
because it has been sent to the Graveyard to pay the activation cost for
"Card Trooper's" effect.
