I have a question about the activation of this card:
Can be activated during the Damage Step (specifically, when "Vennominon" is destroyed by battle)? Since the wording, it looks very similar to "Chthonian Blast", "Michizure", and "Snake Whistle".
Answer:
"Rise of the Snake Deity" cannot be activated in the Damage Step.

so using this type of thought process, then how would Hero signal/Destiny Signal work??
since the monster dies during the damage step, you can't activate those cards during damage step, wouldn't it be WAY to late to flip signals after damage step??
You're seriously overthinking this.
Those cards specifically tell you when they are activated.
These "how come I can I activate XXX in the damage step, but not YYY" are seriously case-by-case, and it does no one any good to question every card in existense because a small handful of Trap Cards have been given special privledges for the Damage Step.
