Hi, this scenario came up during regionals, and the solution wasn't really clear.
A player wants to use Machine Duplication on his face-down Card Trooper. Is this possible?
Answer:
Not possible.
"Machine Duplication" has specific demands for target selection. It wants you to target a Machine-Type Monster with 500 or less ATK. A face-down monster cannot meet the critera.

How about when someone activates Machine Duplication and the opponent chains book of moon targeting the card trooper.
I assume the duplication still happens because the target was present when the card was activated but I just want to double check

"The Machine-Type monster is chosen at activation of this card, so if the opponent chains "Ring of Destruction" to destroy the chosen monster, up to 2 copies of that card can still be Special Summoned."
"Machine Duplication" would still resolve and Special Summon its Machine-Type monsters.
