If both players have "Alien" monsters will this effect only the monsters that are attacking?
Answer:
The effect of "Otherworld - The "A" Zone" doesn't care what kind of monster of your opponent is using.
It only cares that you control an "Alien" monster, and that the "Alien" monster you control is battling with a monster your opponent controls.

Just wanted to confirm that this only works for the controller of the card as opposed to both players.
Answer:
The effect of "Otherworld - The "A" Zone" that lower the ATK and DEF of the opponent's monsters applies only for its controller.
If your opponent has an "Alien" monster and you battle it while you have "Otherworld - The "A" Zone" on your side of the field, your monster will not lose 300 ATK and DEF.
