Player A has a face up Royal Oppression on the field. Player B has a set Torrential.

Player B attempts to special summon Cyber Dragon.

Player A pays 800 lp to negate the summon. Can Player B now activate Torrential or is the timing window not correct?

Answer:

"Torrential Tribute" can be activated after a monster is successfully Summoned.

"Royal Oppression" negates the "Cyber Dragon's" Summon. The "Cyber Dragon's" Summon needs to be successful in order to activate "Torrential Tribute", and "Royal Oppression" is preventing that from occuring.

It is not possible for Player B to activate "Torrential Tribute" in this situation.
