The effect of "Anti-Spell Fragrance" is not an issue here, because the effect of a Monster Card (Crystal Beast Sapphire Pegasus) is placing another Monster Card onto the Spell and Trap Card Zone and treating it as a Continuous Spell Card.
A Spell Card is not being activated in this effect.
