Hi we got this situation:
My opponent uses snatch steal to control one of my machine monsters then he summons cyber phoenix in attack mode. My question is does it occurs an infinite loop?
Cyber phoenix states that he negates spell and trap cards that designate machine monsters on his side of the field, so it negates snatch and the monster returns to me, then snatch isn't negated and so on and on. If it's a loop, he can't summon cyber phoenix or snatch gets destroyed?

A card cannot be activated/Summoned if it would cause an infinite loop.
So, in the scenario you presented, your opponent cannot Summon "Cyber Phoenix".
If your opponent has a "Cyber Phoenix" on the field, and a "Snatch Steal" in their hand, they cannot target a Machine-Type monster with "Snatch Steal" (so, if you only have Machine-Type monsters on the field, your opponent cannot activate "Snatch Steal" at all).
