If my opponent uses Snatch Steal on my Chimeratech Overdragon, does he get
to attack as many monsters on my side of field that I removed from play to
special summon the Chimeratech, or can he only attack once because my
opponent did not actually remove the monsters from play?

Answer:

"Chimeratech Overdragon's" original ATK and DEF are set according to the number of Fusion Material Monsters used in its Fusion Summon. This quantity is also used to determine how many monsters it can during its controller's Battle Phase.

Once established, it does not matter if control of the "Chimeratech Overdragon" is shifted to another play. "Chimeratech Overdragon" doesn't forget how many Fusion Material Monsters were used to Fusion Summon it just because another player has taken control of it.
