Is it because of the new "simplified" text that this card does not state which
side of the field I tribute the monster from, or can I designate a monster on
either side of the field to tribute?

Answer:

In Yu-Gi-Oh! TCG, a player is only allowed to Tribute cards they control, unless a card's text specifically tells them to do otherwise.


Here a few examples:
- "Soul Exchange" gives you the ability to Tribute your opponent's monsters.

- "Lava Golem" tells you to Tribute 2 of your opponent's monsters and then Special Summon the golem onto their side of the field.

- "Alien Skull" allows you to Tribute 1 of your opponent's monsters (within specified restrictions) and summon the alien onto their side of the field.



"Linear Accelerator Cannon" does not tell that you can Tribute your opponent's monsters. They aren't under your control. You cannot use them.
