its text says that it just has to "destroy a monster as a result of battle"
but the ruling says that its effect isn't applied until the destroyed monster
is sent to the graveyard.

so does the monster have to go to the graveyard for its effect to work?
mainly i wonder about if it destroys a token, would it still get its effect?

Answer:

That ruling provides a reference for when the effect of "Victory Viper XX03" is activated.

For example, if "Victory Viper XX03" were to destroy a "Nimble Momonga" in battle, the effects of each card would form into a chain.


It only matters that "Victory Viper XX03" destroyed the monster in battle.
