While one player can certainly have a active Appropriate, can his opponent also
have a active Approriate as well, or would it be a illegal activation of a card
that can cause a uncontrolled loop, even though it may not happen during the
turn the second one is activated?
Also, if it is legal for both to have a active Appropriate, would the activation
of cards like Upstart Goblin be illegal since they would be
voluntarily activated? What about a Morphing Jar or Dekoichi flipped by an
attack? Which player would destroy their Appropriate?

Answer:
When both players have "Appropriate" face-up on their side of the field, effects that allow a player to draw cards outside of the Draw Phase can still be activated.
In this situation, when Player A draws a card (or cards) outside of their Draw Phase, Player B will draw 2 cards from their Deck for "Appropriate". This will cause Player A to draw two cards with their "Appropriate", which again causes Player B to draw two cards with their "Appropriate".
..and then Player A draws, and then Player B draws, and then Player A draws... and so on and so on.
Eventually one of the two players will be unable to draw a card when required to do so. Whoever this happens to loses the Duel. Of course, if someone can somehow manage to get all 5 pieces of Exodia into their hand during this process, they would win the Duel.
This entire process does not use the Chain, so it isn't possible to activate any of the cards drawn while this loop is being resolved.
