Does Dragged Down Into The Grave give Sillva and Goldd their second effects?
I say they do but I want to know for sure.

That depends entirely upon who activated "Dragged Down into the Grave." (Who controls the effect)
If I activate "Dragged Down into the Grave" and my opponent selects to discard a "Goldd, Wu-Lord of Dark World" from my hand, I will only get its first effect. Goldd was discarded as a result of MY card effect.
If I activate "Dragged Down into the Grave" and select to discard my opponent's "Goldd, Wu-Lord of Dark World" from their hand, they will receive both of its effects. Their Goldd was discarded by my card effect.
