Say it's Alan's turn. Alan Summons Raiza the Storm Monarch.
Brian asks him which card Raiza's effect targets.
Alan indicates the card.

Can now Brian activate his set Solemn Judgment in order to negate Raiza's Summon?
Or should he have activated the Countertrap before knowing the target of the Monarch?

Answer:

It seems like Brian is confused about how "Solemn Judgment" works.

"Raiza the Storm Monarch's" effect activates when it is successfully Tribute Summoned. "Solemn Judgment" negates the Tribute Summon, and as a result the Tribute Summon is not successful. If the Tribute Summon is not successful, the effect of Raiza will not activate.

So waiting to find out what the opponent would target is a bad idea, because you've waited too long. You may want to have a conversation with them about this because they may not be aware.

Okay, slightly different scenario: in place of Solemn Judgment, Brian uses Pulling the Rug.

Does he have to wait for his opponent to declare the target of the respective effect? Granted, Mobius the Frost Monarch is the only Monarch with a non-Mandatory Effect, but this and Summoning Thestalos the Firestorm Monarch while the opponent has no hand seem to be the only times where an effect wouldn't be activated.

Answer:

"Pulling the Rug" is a different animal. You cannot draw comparison the two.



When a player activates an effect, they must pay any required costs and select target(s) for the effect (if needed). After this is done, it is customary to ask the opponent "would you like to respond?"

At this point you will know what target(s) have been selected and it will certainly factor into the decision of using "Pulling the Rug".



Also, "Thestalos the Firestorm Monarch's" effect will activate ANYTIME it is successfully Tribute Summoned, even if the opponent does not have any cards in their hand.
