This really crossed my mind. I read somewhere about that you cannot activate judgment of anubis on Ancient City.
I wonder if it is like that also to the others like Magic Jammer?

Answer:

Well, when a player activates (play it from hand or flip it face-up) "Ancient City - Rainbow Ruins", the activation can be negated with a card like "Magic Jammer".

When a player activates the effect of (ex: using the 4th effect to draw a card) "Ancient City - Rainbow Ruins", it is too late to use a card like "Magic Jammer".
