This recently came up in my store today...
If a player uses the effect of Mausoleum of the Empereror to summon any Monarch (Mobius/Zaborg.etc.) by paying a multiple of life points needed...
Is it still available to apply it's effect since it was considered as a Normal Summon via Tribute?

If a player uses the effect of "Mausoleum of the Emperor", they don't Tribute a monster to Normal Summon a high-level monster. They pay Life Points necessary for the Summon, and that is all. This is not a Tribute Summon.
None for the monarch. The monarch gets none.
