When Reasoning is activated Player B calls 4-Star Monster. Reasoning is activated
successfully, a Nobleman of Crossout is pulled and the Dark Magician of Chaos
is summoned.
1. Am I Correct that DMoC will not get it's effect or getting a spell card
from the graveyard?
2. If I am incorrect, which spell cards are legal target. Can you get back
Reasoning, or Nobleman of Crossout, or only spell cards previously in the
Graveyard?

"When "Dark Magician of Chaos" is Special Summoned with "Reasoning", his effect activates."
At the time you activate "Dark Magician of Chaos'" effect, "Nobleman of Crossout" is in the Graveyard, so you can select it as a target.
