Like "Maiden of the Aqua," this card will treat the field as "Necrovalley". But UNLIKE "Maiden of the Aqua," this card doesn't say that Necrovalley's effect is not applied.

The bit about MotA's effect stating that Umi's effect wasn't applied was purely to avoid confusion.
People should (heavy emphasis on that word) have enough sense to know that if the card doesn't say it applies an effect, the effect isn't applied. Same reason A Legendary Ocean and Forgotten Underwater Temple don't apply Umi's effect despite having its name.
Legendary Ocean and Temple both threat their NAMES as "Umi", but they don't treat themselves as "Umi". Maiden of the Aqua treats the field as "Umi" the card, but then goes on to say that the ATK/DEF increase/decrease of the effect is not applied.
Priestess here does the same thing, but without the added condition of not applying the effect. The field is treated as the card "Necrovalley", and thus has its effects.
