D.D. Survivor's effect activates in the Removed from Play area, which isn't "On the Field," so it's not negated by skill drain. Same thing with card trooper's draw effect. It happens in the graveyard, so it's not negated by skill drain.
I'll need you to better explain the Colossal Fighter question, though.

player A has
card trooper actives , its effect gain the attack till 1900
and then Player b actives skill drain and does the attack of 1900 still stays ?

If card trooper's effect to mill cards is activated and resolves without being negated, and it's attack increases, if skill drain is activated, card trooper's attack goes back down to 400.
