1 of the 3 short-printed Gold Rares is Elemental Hero Captain Gold. That should give you some idea right there of the criteria used to pick the short-prints.
And again, you probably won't even notice that some cards are short-printed unless you open a gazillion packs and add up the totals. The margin of rarity is virtually the same.
