Player A activates Book of Life and targets Player B's monster for removal as a cost for activation. Player B has no response. Then Player A targets his/her monster to be special summoned.
Player B now wants to chain DD Crow to remove the targeted zombie from play and try to make Book of Life fizzle.
My question is would Player B be able to active DD Crow or does he miss the timing.
Am I correct that Player B had to activate DD Crow when Player A targeted B's monster as a cost to Book of Life and when he passed on chaining he was letting the Book of Life resolve bringing out a zombie and has missed the time to respond.

We have a few understandings about the Yu-Gi-Oh! TCG that need to be rectified.
Selecting a card(s) as a target is not a cost.
When a player activates "Book of Life", they select two cards as targets:
1) The Zombie-Type monster they will Special Summon from their Graveyard.
2) The monster card in their opponent's Graveyard they want to remove from play.
They must declare both targets when activating the effect, and then ask their opponent if the opponent would like to respond. It is perfectly acceptable for the opponent to respond with "D.D. Crow".
Removing one of the selected targets from the Graveyvard will not cause the effect to disappear. The effect is still resolved as best it can be resolved, but only one monster can be either Special Summoned or removed from play. This depends entirely upon what still remains in the Graveyard.
