If I summon Norleras, and then pay the 1000 LP, can I chain Interdimensional Matter Transporter to that and use it on Norleras to bring him back at the end phase? I seem to recall that it worked that way with Chaos Emperor Dragon - Envoy of the End when that was a legal card and it had a similar wording for its effect.

That would be fine.
"Iinterdimensional Matter Transporter" does not Special Summon cards. It removes a face-up Monster Card you control from play and then returns it to the field during the End Phase.
By chaining its effect to "Sky Scourge Norleras", you can remove "Sky Scourge Norleras" from play and keep it safe from its own effect. "Sky Scourge Norleras" will return to the field during the End Phase.
