Answer:
"Messenger of Peace" prevents monsters with 1500 or more ATK from declaring an attack.
When a monster that has less ATK (ex: 1450 ATK) declares an attack, after the attack is declared you are free to increase the monster's ATK with other card effects.
"Injection Fairy Lily" has 400 ATK. A player can declare an attack with "Injection Fairy Lily" while "Messenger of Peace" is active, because "Injection Fairy Lily's" ATK is below 1500. Later on, during damage calculation, they may activate the "Injection Fairy Lily's" effect to increase its ATK.
