Can a player chain Judgment of Anubis to the activation of Ancient City - Rainbow Ruins or chain to the activation of the 3rd effect if Rainbow Ruins is already on the field?

Answer:
Not possible in either case.
When "Ancient City - Rainbow Ruins" is activated, it doesn't actually do anything. It just secures its place on the field. Afterwards its effects become active, depending upon the number of Crystal Beasts.
It isn't possible to repond to the activation of its "3+ C.B. - negate spell/trap" effect with "Judgment of Anubis", just like it isn't possible to respond with "Magic Jammer" when the player activates the "4+ C.B. - card draw" effect.
