Due to the wording of Order to Charge, would a player still need to tribute a Normal Monster with its effect to destroy the monster or would Order to Charge basically turn into free monster destruction while Non-Spellcasting Area is active?
Answer:
The face-up Normal Monster is unaffected by the effects of Spell Cards while "Non-Spellcasting Area" is face-up on the field and applying its effect.
When "Order to Charge" resolves it wants to Tribute the Normal Monster it targeted, but it cannot because that Normal Monster is unaffected by the effects of Spell Cards. Since you can't Tribute the Normal Monster, you cannot destroy a card on your opponent's side of the field.
