You can activate the effect of "Red Gadget", "Yellow Gadget", or "Green Gadget" when you Special Summon it through the effect of "Giant Rat", assuming nothing else occurs that causes you to miss the timing for activating its effect.
For example, if "Giant Rat's" effect is on a Chain and after it resolves the Chain has further Chain Links to resolve, you will not be able to activate the Special Summoned Gadget's effect.
